The Arkansas City Police Department arrested two people Dec. 23 in connection with a theft at a local store during which one suspect resisted arrest. Kevin Charles Fell, 44, of Wichita, was arrested on suspicion of misdemeanor counts of battery of a law enforcement officer and interference with a law enforcement officer, as well as an outside warrant. Fell was transported to and booked into the Cowley County Jail in lieu of $3,500 bond through Cowley County District Court in Arkansas City. He remained in custody at the time of this release. Kenna Star Rothermel, 31, of Augusta, was arrested on suspicion of misdemeanor theft of property or services of less than $1,000 in value. Rothermel was transported to and booked into the county jail in lieu of $1,000 bond through Arkansas City district court. She since has posted bond and been released from custody. Officers were dispatched about 3:25 a.m. Dec. 23 for a report of a theft in progress at the local Walmart Supercenter, located at 2701 N. Summit St. The reporting party provided a description of the suspect’s vehicle, which was observed by a responding officer turning in to a private drive. The City of Arkansas City will close City Hall and other city offices at 1 p.m. Dec. 29 so that employees may attend the funeral of Marc Tapia in Winfield. City Hall and other city offices will remain closed all day Jan. 1, 2018, in observance of New Year’s Day. Funeral arrangements are under the direction of Shelley Family Funeral Home, Winfield. Four-day sanitation next week The City of Arkansas City will remain on a four-day sanitation schedule next week due to the closure of all city offices Jan. 1, 2018, in observance of New Year’s Day. The F Street Limb and Compost Site and the Cowley County Landfill also will be closed Jan. 1. All of Monday’s route and part of Tuesday’s route will be collected Jan. 2, 2018. The part of Tuesday’s route to be collected is from Madison Avenue south to the Mill Canal, and from Summit Street east to E Street and southeast through Sleeth Addition. The Arkansas City Police Department cited a 66-year-old Wellington man Dec. 20 in connection with a hit-and-run accident involving two juveniles. The driver of the 2007 Chrysler was cited for failure to report an accident and inattentive driving. The Arkansas City Fire-EMS and Police departments were dispatched about 6:30 p.m. Dec. 20 for a report of an accident in the 200 block of Linden Avenue. A church bus had stopped in the roadway to pick up passengers. Two of them were children, aged 4 and 7, who stepped out into the street to get on the bus. The 2007 Chrysler started to go around the stopped bus, striking one of the children and pushing the child into the other child. Both children were examined at the scene by EMS and neither reported any injuries.
