In an email addressed to USD 470 Superintendent Ron Ballard, Watters announced his resignation.
“It is with deep regret that I inform you that I cannot fulfill my duties as a USD 470 School Board member,” he said.
“When elected, I had no way of knowing about the unforeseen circumstances I would encounter. These circumstances have not allowed me to participate and complete my duties.”
“Please accept my sincere apology for any inconvenience I may have caused the school system and the board,” Watters concluded.
Watters was elected in 2013, with the largest vote of any candidate.
His attendance at meetings tapered off in 2014. Around that time, he left Ark City Clinic.
Since January 2015, Watters has attended less than 20 percent of all school board meetings.
During that time, Watters sold his residence in Cowley County. He currently is practicing medicine in Emporia.
